As Chief Executive Officer (CEO), Tom Curtis brings a wealth of knowledge and expertise from his naval aviation career spanning nearly three decades as a fleet pilot and engineering test pilot. In one of his most notable roles, Tom served as the Navy’s chief engineer for the V-22 Osprey Tiltrotor aircraft where he was responsible for all V-22 design decisions. In his last Navy tour, Tom served as program manager for a complete redesign and fielding of the Marine Corps’ newest helicopters, the AH 1Z and UH 1Y.
Tom continues to serve our nation’s warfighters as CEO of one the fastest-growing companies providing cutting edge solutions to our Armed Forces. During his time as CEO, Tom has overseen a more than tenfold growth in Precise Systems’ workforce, capabilities, and customer base.
Tom holds a Bachelor of Arts in Communications from the University of Georgia, a Master of Arts in Management from Central Michigan University, and a Master of Science in Aerospace Engineering (Avionics Specialty) from the Naval Postgraduate School.
Scott is the President and Chief Operating Officer of Precise Systems. Under Scott’s leadership and strategic vision, Precise Systems has become one of the fasting growing Government support service companies with several hundred employees supporting customers from coast-to-coast in the continental U.S. Despite our rapid growth, his continued focus on “Putting People First” and “Delighting the Customer” has created an infectious culture and energy amongst our employees.
Prior to joining Precise in June of 2001, Scott served on active duty in the United States Marine Corps for 11 years. He was a highly decorated Marine CH-53E Crew Chief with several deployments overseas.
Scott’s acquisition experience spans the entire life cycle of a major weapon system. He is DAWIA certified in both Program Management and Systems Engineering. He holds a Bachelor of Science degree in Professional Aeronautics from Embry-Riddle Aeronautical University where he graduated Summa Cum Laude. His personal awards include an Air Medal with Combat Valor (Strike / Flight), Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medals (2), and the Marine Corps Aviation Association’s 1996 recipient of the Danny L Radish Award, Enlisted Aircrewman of the Year Award.
With over thirty-two years of experience in supporting DoD and NAVAIR acquisition programs and fifteen years supporting and managing aircraft systems hardware, software, and system integration, and supportability and configuration management efforts, Joe serves as a Senior Vice President. He currently leads teams in our company's support of NAVAIR Program Offices, including PMA-209, PMA-290, and PMA-205.
With an extensive career spanning twenty-seven years, Angela serves as the Senior Vice President of Finance. She has extensive knowledge of accounting, finance, and contract functions. She works daily alongside the executive leadership team to guide strategic planning, financial reporting, budget development, and adherence and contractual obligations.
Angela is a subject matter expert in DoD financial management policies and procedures, accounting systems, and audits. She supports the mission while exemplifying the core values of our company.
She holds a Bachelor of Science in Information Systems from Virginia Commonwealth University.
Christina is responsible for leading Precise Systems' overall human resources strategy, talent acquisition, diversity and inclusion, cultural development, employee education, workplace safety and development, compensation and benefits, and employee relations. She also leads aspects of corporate relations, including, Community and Employee Engagement and Facilities. She instills an employee-centric, high-performance culture emphasizing empowerment, quality, career growth and development, and goal attainment. As a member of the executive team, Payne contributes directly to the organization's long and short-term strategic objectives while maximizing organizational effectiveness. She oversees company programs and initiatives that enhance the employee experience and partners with leaders across the organization.
Christina holds a Bachelor of Science from Towson University and a Master of Science in Management with a focus in Human Resources from the University of Maryland University College. She holds a Society of Human Resources Management certifications as a Certified Professional SHRM-CP) and Professional of Human Resources (PHR). She is a graduate of Leadership Southern Maryland.
During Lindy's twenty-two years on active duty as the United States Marine Corps aviator, he served as a pilot, operational test director, operations officer, and Executive Office of Marine Helicopter Squadron One (HMX-1).
He has thirty-two years of experience supporting DoD and NAVAIR acquisition programs. As a Senior Vice President, he currently leads our teams in support of NAVAIR Program Offices, including PMA-274, PMA-276, and PMA-261.
Lindy holds a Bachelor of Science in Civil Engineering from Auburn University and a Master of Science in Management from Troy State University. He is a graduate of the United States Marine Corps Command and Staff College and is certified in Program Management from Defense Systems Management College (DSMC).
Kevin leads our Precise Software Solutions Team with over twenty-five years of experience in information technology consulting and management. The team is responsible for assisting company personnel and clients with requirements, development, configuration, implementation, and deployment of Precise SharePoint Integrated Development Environment (IDE) systems and knowledge management tools. Kevin is a subject matter expert in comprehensive technical infrastructure strategy, design, development, and system deployment.
He holds a Bachelor of Science in Computer Science with Aviation Applications from Embry–Riddle Aeronautical University and several Microsoft certifications, including Microsoft Certified Professional Developer (PCPD), Microsoft Certified IT Professional (MCITP), and Microsoft Certified Technology Specialist (MCTS).
Hank is a retired Colonel from the United States Marine Corps. He is a native of Butare Rwanda. During his career and several deployments, he gained vast knowledge through his diverse billets and real-world operations supporting Operation Desert Thunder, Operation Safe Departure, and Operation Iraqi Freedom One. His awards include the Legion of Merit, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, and the MCAA "John Glenn" Test Pilot of the year award.
With him, Hank brings acquisition experience spanning the entire life cycle of a major weapon system. He currently manages prime contracts supporting PMA–231, PMA–208, PMA–261, Air 4.1, and two additional separate contracts supporting Navy Electronic Warfare and security work. Hank holds a Bachelor of Science in Biology from George Washington University and a Master of Science in Technical Management from Johns Hopkins University. He is Level 3 certified in Program Management, Systems Engineering, and Test and Evaluation.
John is the Vice President of Strategy and Growth for Precise Systems. He has over 30 years of progressive experience in his areas of responsibility, which include the strategic growth, measured execution, proposal development, and quality management. John works closely with the executive leadership team of Precise to provide support for strategic planning, business development, market penetration, as well as contractual items.
He is an expert in DoD aviation and aviation procurement with extensive experience in ISO 9001:2015 quality management systems. John is a retired U.S. Marine CH-53E helicopter pilot. Before joining Precise, he worked for Sikorsky Aircraft Corporation as the Assistant Program Manager for Systems Engineering and Integration, and Assistant Program Manager for Test and Evaluation for the CH-53K helicopter development program.
John holds a BA in Finance and Accounting from Texas A&M University and a MS in Project Management from Boston University.
Steve is an experienced project manager and engineer with over twenty-five years of experience supporting the US Navy aircraft and submarines. He is currently responsible for the capture efforts for the Naval Undersea Warfare Centers (NUWC), specifically in Newport, Rhode Island, and Keyport, Washington.
Russo holds a Bachelor of Science in Mechanical Engineering and a Master of Science in Manufacturing Engineering from the University of Rhode Island.
While serving as a Marine Corps aviator for twenty years, supporting both OPERATION DESERT SHIELD and OPERATION DESERT STORM; Greg served as a flight instructor, Assistant Operational Test Director, Operations Officer, Detachment Officer in Charge, and Aircraft Maintenance Officer. Additionally, he served on a civil service career at the Pentagon, serving as the DASN(Air) Action Officer for PEO (A) programs. Personal awards include the Distinguished Flying Cross with Combat V, Meritorious Service Medals (2), Air Medal (Individual) with Combat V, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medals (2), and the Army Achievement Medal.
He has held several program management and engineering positions spanning entire life cycles of multiple major weapon systems in PMA-242, PMA-276, and PMA-275. Greg currently leads the support in PMA-261.
Greg holds a Bachelor of Science in Financial Management from the University of Northern Iowa and a Master of Science in Management from Troy State University. He is Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certified in Program Management and Level 1 certified in Systems Engineering and Test and Evaluation.
Melissa oversees our Indiana operations with over fifteen years of progressive experience supporting the Naval Surface Warfare Center (NSWC) Crane Spectrum Warfare Systems Department and Corporate Operations Department.
Her leadership has been an asset in supporting numerous prime and subcontracts supporting all departments at NSWC Crane, including Global Deterrence & Defense Department and Special Warfare & Expeditionary Systems Department.
Melissa holds a Bachelor of Arts in English from Indiana University — Bloomington.
Bringing more than 34 years of experience supporting DoD, DON, NAVSEA PEOs, and the Warfare Centers in Naval engineering, program management, risk management, and system acquisition; Abdi leads business development and marketing strategies in NAVSEA and NSWC Port Hueneme markets.
Abdi has held many leadership and management positions in the government and industry and has been instrumental in building and maintaining customer relations.
He holds degrees in Chemistry and Chemical Engineering from George Washington University and Catholic University, has Defense Acquisition University (DAU) Level III certification in Program Management, and a certificate from Harford Business School's Program for Management Development.
Wendy began her career as a USAF Military Pay Analyst with follow-on time supporting the District of Columbia Air National Guard as Executive Assistant to the Squadron Commander. She joined the NAVAIR community in 1989 as an IT Specialist, and Subsequently, EA6B moving over to the program side as an Acquisition Analyst. With over 30 years of experience, she is a longtime leader of successful teams supporting defense agencies.
With her experience, Wendy brings a sound and reliable expertise in business analysis and decision making, business development, profit and loss center management, long term growth solutions, and pipeline development. Wendy's experiences from the 'hangar deck' to the executive suite give her a unique ability to relate to our government customers, which provides the best mix of technical and business resources to meet their needs on schedule and at a competitive price.
Wendy holds a Bachelor of Science in Business Management from Ashworth College.
With 15 years of US Navy engineering, acquisition, and program management experience, Laura leads our Bid and Proposal department and is responsible for developing corporate strategic goals for future growth. She holds a Bachelor of Science in Information Systems Management from the University of Maryland, and a Master of Science in Project Management from the Florida Institute of Technology. She is also a graduate of Leadership Southern Maryland.
Joe served on active duty in the United States Navy for five years as a work center supervisor in the Engineering department on a guided-missile destroyer. He brings over twenty-five years of experience in information technology. Additionally, he served as the Information Resources Manager to PMA–261 Heavy Lift Helicopters program office at NAVAIR and NAWCAD 7.2.1. He was also the information technology lead for their foreign military sales program providing a SharePoint solution for collaboration with foreign nationals.
Joe oversees the full lifecycle of the information technology systems and services that support our company and customers' business processes. He is a subject matter expert in software and the acquisitions and deployment of complex information systems.
He is certified as a Microsoft Certified Systems Engineer (MCSE), CompTIA Security+, and Information Technology Infrastructure Library (ITIL).
With over 25 years of experience with the management and implementation of complex Information Systems on small- and large-scale projects, Linda has a strong background specializing in network infrastructures. She also has extensive experience supporting several DoD and NAVAIR acquisition programs to include AIR 1.7, PMA-261, PMA-274, PMA-276, and PMA-275, which offered her the rare and unique opportunity to manage and support all IT efforts aboard the USS. Wasp.
Linda manages our company's Software Solutions Team supporting customers at all levels; including, development, testing, help desk support, and enterprise-level tools training.
Linda is certified as a Microsoft Certified Systems Engineer (MCSE).
Jeff served on active duty in the United States Marine Corps for 11 years as a CH-53 Helicopter Crew Chief and Quality Assurance Representative.
With his combined twenty-seven years of experience supporting DoD, NAVAIR acquisitions and NAVAIR Airworthiness programs, and H-53 Systems Engineering, Jeff now manages our North Carolina and H-53 operations.
Jeff holds a Bachelor of Science in Professional Aeronautics with a Minor in Logistics from Embry Riddle University.
Benjamin D. Watkins III
Ben has over 20 years of DOD experience across the full spectrum of systems engineering. Focused primarily on Naval acquisition programs, he has supported and led teams that have designed, developed, tested, and implemented systems for both NAVSEA and NAVAIR to include SSN & NSSN undersea programs, DD(X) surface ships, CH-53K helicopter program, MQ-4C Triton unmanned platform, and Next Generation Jammer. He currently manages all the efforts that support NAVAIR Systems Engineering.
Benjamin holds a bachelor’s degree in Electrical Engineering from Southern University.
John “Jay” Twigg
Jay is a retired United States Navy Chief Petty Officer supporting Electronic Warfare with the USS Barbey, USS Reid, USS Doyle, USS Spruance, NAVSEA Crane, and Amphibious Squadron Four. While serving, he supervised electronic warfare operations, both active and passive, and managed Information Warfare Operations in support of local, fleet, and joint fleet operations. Jay has been awarded multiple Navy Commendation and Achievements medals, as well as being designated a Master Training Specialist.
Along with his naval service, he has combined 35 years of experience supporting the DoD and NAVSEA programs in Electronic Warfare and Security. Jay is the director of our Indiana operations and supports program management, business development, electronic warfare, physical security, facility safety, and quality management. He holds a Security Fundamentals Professional Certification (SFPC), a Physical Security Certification (PSC), and is an ISO 9001:2015 Lead Auditor. Jay received his bachelor’s degree in Criminal Justice from Oakland City University.
Kim brings over 20 years of Department of Defense acquisition experience, having worked for various government contractors. Her extensive experience includes direct support of Naval Air Systems Command program offices PMA–265 F/A–18, PMA–274 Presidential Helicopter, and Enterprise Solutions.
She has extensive knowledge of federal, Department of Defense, and Department of the Navy acquisition regulations, which she can use to effectively and efficiently administer contract actions.
Kathleen brings over thirteen years of progressive experience in contracts and subcontracts within the intelligence community—including NASA, DoD, and federal civilian agencies.
She is responsible for leading the full life cycle subcontracts administration.
Kathleen holds a Master of Business Administration from the Pennsylvania State University and a Master of Studies in Law and Graduate Certification in Business Law from the University of Southern California.
Denis is a retired Marine, having served as an enlisted Marine and a Commissioned Officer. As an enlisted Marine, he served as a CH–46E mechanic, crew chief, Weapons & Tactics Crew chief Instructor (WTCCI), and Quality Assurance Representative (QAR). After a tour as a Survival, Evasion, Resistance, and Escape (SERE) Instructor in Brunswick, ME, he joined the V22 Osprey program's early stages. He flew as a Developmental Flight Test Crew chief-flying high-risk test flights through the EMD and into the program's LRIP phases. Ollie is a graduate of the United States Navy Test Pilot School Short Course; he led Marines in direct combat in OPERATION IRAQI FREEDOM.
He manages our Southeastern US Business Development and previously worked in the PMA-261 Heavy Lift Helicopter Program Office.
Denis has a strong passion for assisting injured service members returning from war. He was awarded a Purple Heart after being severely wounded in combat.
He holds a Bachelor of Science in Professional Aeronautics with a Minor in Business Administration from Embry Riddle University.
