Tom Curtis – CEO, President 
 

Precise Systems is led by President, Tom Curtis. During his twenty five years of working in the Patuxent River and greater Washington Metropolitan area, Tom has amassed a record of accomplishment in all facets of technical and operations management. As President of Precise Systems, Tom has led the company through a period of rapid expansion which tripled our workforce, revenue and facilities. In 2011 Tom led the implementation of an employee stock ownership plan (ESOP) which has been well-received by Precise Systems’ new “employee owners”.  During Tom’s tenure, Precise Systems has adopted a flat company organization to: foster and sustain growth; establish appropriate checks and balances; instill a sense of mission and accountability among our employee owners; reinforce the company core values; provide a path to achieve the company vision; and accomplish our strategic plan.

Before joining the industry, Tom was a board-selected Navy ACAT-1D Program Manager, who directed and oversaw execution of engineering and manufacturing development (EMD), from preliminary design to flight testing, for AH-1Z attack and UH-1Y utility helicopters. Prior to that assignment, Tom was the Navy’s Chief Engineer for the V-22 tilt-rotor aircraft, leading the design, development and testing of one the most revolutionary air vehicles developed in recent years. Tom’s design efforts culminated in the V-22 program’s receipt of an Association of Naval Aviation Heinemann Award.

Tom is also a former Navy test pilot. During his tenure, he successfully and safely led the Navy’s helicopter testing at the former Naval Air Test Center at NAS Patuxent River. Tom is DAWIA Level 3 certified in Program Management, Systems Engineering, and Test and Evaluation. He is Level 2 certified in Contracting and Level 1 certified in Life Cycle Logistics and Business, Cost Estimating and Financial Management.
 
Tom currently lives in Leesburg, Virginia with his wife Debbie. He has two grown children, Erik and Kelli.

Scott Pfister – COO, Vice President of Marine Programs 
 

Scott Pfister is the Chief Operating Officer (COO) and Vice President of Marine Corps Programs at Precise Systems.  He oversees the operations of Precise Systems’ core competencies in Engineering, Information Technology, Logistics, Program Management (to include Acquisition Management and Financial Management) and SharePoint Knowledge Management. Scott has 23 years of Naval Aviation experience and has been in the Patuxent River area working for Precise Systems for over 10 years.
 
From 1989 to 2001, Scott served on active duty in the U.S. Marine Corps specializing in aviation management in a technical environment. He retired with a proven combat record and valor awards for his actions during the extraction of downed USAF Pilot Capt. Scott O’Grady.  In 1996, Scott was the recipient of the Danny L. Radish Award given by the Marine Corps Aviation Association to the Enlisted Aircrew Marine of the Year.

Scott is a graduate of Embry-Riddle Aeronautical University and holds a Bachelor of Science degree in Professional Aeronautics.
 
Scott is an active member of the Southern Maryland community. He serves on the SYB Optimist Board of Directors, governing youth athletic programs, in Southern Calvert County.  Scott is an avid golfer and sports enthusiast. He lives in Lusby with his wife and three children.

Joe Marino – Vice President of Navy Programs 
 

Joe Marino is the Vice President of Navy Programs at Precise Systems. He is currently responsible for the PMA-209 Acquisition contract, to include overseeing over 40 team members from Precise Systems and other subcontracted companies. Under Joe’s guidance, Precise Systems experienced extensive growth and diversification in the NAVAIR arena. In addition, Joe oversees the management of the PMA-209 FASST contract, and the PMA-290 IT contract. Joe is a Microsoft Certified Professional with more than 15 years of Program Management experience, and over 27 years of experience in the information technology and information assurance fields.

Joe started his Precise Systems career in 1997. He went on to manage over 70 Precise Systems/EDS NMCI team members in support of the NMCI contract rollout through the National Capital region including the Washington Navy Yard, Pentagon, Nebraska Avenue, Andrews Air Force Base, Naval Research Lab, and Patuxent River Naval Base. His team was instrumental in rolling out 20,000 NMCI seats at Patuxent River and received multiple awards from EDS.

Joe currently resides in La Plata, Maryland and enjoys attending sporting events with his two sons.

Clark Hutchinson – Vice President, Southeast Operations 
 

Clark Hutchinson is the Vice President of Southeast Regional Operations for Precise Systems.  Clark provides operational oversight for the Havelock office and leads expansion efforts for new market areas in and around our North Carolina base.  Clark provides insight into various Navy/Marine Corps programs and has significant experience in the industrial aspects of the DoD.  Under Clark's guidance, Precise Systems has experienced substantial growth (delete) in the southeastern market while maintaining focus on our company core values.
 
Before joining the industry, Clark's achievements focused on executive development and program management of DoD aircraft programs. Clark was a Deputy Program Manager with the Naval Air Systems Command (NAVAIR), directing and managing program managers, engineers, and logisticians on the Navy/Marine Corps C/KC-130 program. Additionally, Clark served as the Operations Manager for the VH-71 Presidential Helicopter program.  Prior to these assignments, Clark was the Avionics and Support equipment officer for the H-46 program, and the Cherry Point Logistics Team Leader supporting the Tomahawk Cruise Missile Depot Program Manager.  During his tenure on the C/KC-130 program, Clark was a recipient of the NAVAIR Commander's Cup for leading a team of professionals who mitigated a significant safety issue, and later was awarded the Meritorious Civilian Service Award.

Clark is DoD Level 3 certified in Program Management, and Acquisition Logistics Management.  He is a member of the DoD Acquisition Professional Corps, is a certified Lean-Six Sigma Black Belt, as well as a graduate of the NAVAIR Senior Executive Management Development Program.

Clark has lived and worked in eastern North Caroline for over 35 years.  He is actively involved in the community and is an avid outdoorsman. Clark currently resides in Pine Knoll Shores with his wife, and has a daughter.

Anne Welfare – Director of Contracts 
 

Anne Welfare is the Director of Contracts for Precise Systems, managing all aspects of legal contract generation and compliance.  She is responsible for both generating binding agreements between corporate partners and team mates as well overseeing the execution of all contracts and sub-contracts involving Precise Systems.  Additionally, Anne oversees legal agreements protecting internal and external intellectual property and proprietary information.
 
Prior to joining Precise Systems, Anne held positions with Advanced Technologies and Laboratories International Inc.(ATL), GE Aviation, and Elbit Systems of America.  At ATL, Anne held the position of Contracts Manager responsible for all cost proposal preparation and the cradle-to-grave management of contracts and sub-contracts.  As Manager, Contracts, at GE Aviation in Germantown, MD., Anne led the department while managing her own portfolio of F-16 and F-22 Avionics support contracts.  Her responsibilities included ITAR compliance and management of licenses, Teaming Agreements, and Non-Disclosure Agreements.  In her position with Elbit Systems of America (EFW) in Fort Worth, TX, Anne managed avionic equipment purchase contracts and product support services for the F-16, F-18 and V-22.  Prior to immigrating to the United States in 1998, Anne served in the British Ministry of Defense for 20 years, specializing in the logistic support of military aircraft and associated equipment.

To complement her diverse contracts background, Anne holds a Master Certificate in Project Management from George Washington University.

Anne and her husband are avid world travelers and continental United States travelers; their trips include New Zealand, Hong Kong, Australia, and most of Europe. They aim to visit each of the 50 States of America; 26 left to go and counting!

Kevin Adams – Director of Technical Development 
 

Kevin Adams is the Director of Technical Development at Precise Systems.  Kevin is responsible for overseeing IT related research and development initiatives as well as formulating the long-term Information Technology and Information Assurance vision and strategy. 

Kevin is an experienced manager of Information Technology supporting highly complex programs.  As the IT Lead for the Presidential Helicopter Program, PMA-274, he managed the IT team working closely with the Navy/Marine Corps and industry partners.  Before joining PMA-274, Kevin led the NMCI legacy application package and deployment team on extranet solutions for the F-18 and V-22 programs.  As a key contributor to the VH-71 Automated Logistics Environment, Kevin collaborated with Lockheed Martin and the government to assure that the development, implementation, and management of hardware and network architectures are compliant with DoD, Navy, and Marine Corps Information Assurance policies.  As an advocate of how SharePoint can positively affect productivity and organization in sophisticated programs, Kevin has positioned Team Precise as the NAVAIR preferred SharePoint integrator, trainer, and infrastructure architect.
 
Before joining Precise, Kevin was a civil service software developer for NOAA as well as a private industry consultant on projects for the National Science Foundation, Tennessee Valley Authority, FAA, etc.  Kevin is a graduate from Embry-Riddle Aeronautical University with a Bachelor’s degree in Computer Science. 

 
Kevin resides with his wife and four children in Southern Maryland and is an avid amateur race car driver.

Tom Dobry – Director of Corporate Strategy 
 

Tom Dobry is the Director of Corporate Strategy for Precise Systems with responsibility for the corporation’s business strategy and planning, strategic pursuits, business development, and ISO implementation.

Previously, Tom was the general manager of Precise Systems’ Information Technology Development. Prior to this position(,) Tom’s role was senior business development, managerial, and technical roles in support of Technology Insertion, Business Process Engineering, and Logistics IT. For over 15 years, Tom has worked with large businesses and newly founded startups in support of the Navy community.

In his technical capacity, Tom has presented at IEEE and SOLE conferences on the following topics: data driven supportability analysis and testing during EMD, XML utilization in IETM integration, trend analysis heuristics as a precursor to prognostics, and legacy paper TM conversion to S1000D. He supported DoD and Industry (AIA, IEEE, SOLE) working groups for: IT use in Acquisition, Common Integrated Digital Environment development, Automated Logistics Environment (ALE) Architecture, MFOQA, Maintenance Data Analysis, the S1000D Standard,  GEIA STD-0007, and accelerating the adoption of transformative IT.

Tom studied Psychology and Computer Science at the University of Maryland.  He is also a Master Black Belt in the S4/IEE variant of Lean Six Sigma.
Tom is a native resident of St. Mary’s County but regularly embarks on cultural travel abroad.  He has visited Greece, Italy, Slovakia, and Turkey.
